Static title means fixed title and it would not change for page refresh. Usually web designers give the static title because it is easy to give. Each and every page should have a title. If a page discuss about a travel reservation, you can give the title as 'travel reservation'. These kinds of titles would not be changed for time to time. Always that title will be same. Giving same title for all the pages is not wise thing. Don’t give title your own. Give it according to body tag.

What to give on title tag?
Analyze your body content thoroughly and select important keywords and give it. If a particular keyword repeated several times on your body tag, that is may be your important keyword and give this keyword on your title tag. Don’t spam the keywords on the title tag. This will leads your site banned from search engines. If your content is dynamic don't give static titles. That time go with dynamic titles.
